Please provide more information about the specific permissions you are trying to grant to the user.
There are certain permissions that are considered "global", like the ability to Browse Users and Groups. If you are referring to those, then you need to click on the Gear icon in the upper right corner on the menu bar and select System. Then look for Global Permissions. That is where you grant Global Permissions.
Note that Global Permissions are granted to User Groups, not individuals, so you have to make sure that the user who needs the permission is in a group that is granted the permission.
If that doesn't address your question, please provide more information about the problem you are trying to solve.

The error you received does not have anything to do with your permissions.
Based on what you have provided, you appear to be trying to add a new Transition to an Active Workflow. That is not allowed. Review the information in the document provided by the More Information link.
As stated in the document, you need to make a copy of the workflow, make modifications to the copy, and then activate it.

I was about to add a transition to my new workflow step In Progress - Approval mentioning the screen Scrum Default Issue Screen, and got this error message.
Note* I am the site admin and have all the possible permissions.
