How do I enable access to give so users do not have to log in to a support portal.

You don't.  Without a login, it doesn't know who a customer is, so it can't direct queries, responses or resolutions back to people, or do any useful tracking.

If people really don't want to use the portal, allow public signup and enable the email to provide an alternate route.
