I have jira 7.8 and trying to migrate to jira cloud for using the Migration Assistant but after asses application, click on begin preparing and trying to connect the app but getting the below error.
Please guide how to proceed further to migrate to jira cloud.

Migrating to cloud is definitely not a walk in the park. Based on the error message you see: did you create a cloud site already? If not, either do so first OR click the link to get a cloud trial.
Also, before you start migrating anything, reach out to Atlassian support and create a Migration Support ticket. It is very likely that you will need to get in touch with them along the way to fix certain issues for you during or post your migration.
Also, read through the cloud migration guide to prepare yourself for the journey. It has a lot of tips, things to be aware of and attention points that you wish you know before you start rather than after!

I have already created cloud site. when I running Migration Assistant from my server and click on choose cloud site during getting error, when click on choose cloud site I believe it should ask to my jira cloud details right ? but before that its giving the error.

You may be experiencing firewall issues there, but to refer back to my initial reply - you'll need dedicated support to uncover on what side of the connection the problem originates, and Atlassian support can help you diagnose that. So your best bet is to raise a support ticket there directly.
