feeding data to a custom dropdown field

What's the best approach (either custom plugin or a 3rd party one), to read data from some source and populate the data into a custom dropdown field in JIRA? There may be some custom logic to populate the data, for example, if field value = xyz, then don't insert, or something like that. Thanks.

hi,

We had developed a service for meeting the similar kind of requirement.

In a notepad, we stored all the required options & also the first line would contain the customfield ID & Field Config ID/ Context ID.

Service was written such that, when it runs it would populate/ add all the options to a field & to the particular context.
