fail to startup Jira with error 'java.net.SocketException: Permission denied'

My jira server was quiet slow, and I tried to restart, unfortunately,

I wrongly run start-jira.sh with root but not the jira user. Of course failed to start, and some folder's owner is changed to root. but after I changed the folders' owner to jira:jira, I still failed start. The folders that I changed the owner are 

/opt/atlassian/jira/logs

/opt/atlassian/jira/temp

/opt/atlassian/jira/work

The error that I got is as below, please kindly suggest.

This suggests that you are trying to run it on a port that is either privileged (and the user running it does not have the right to run on that port) or something else is already running on that port.

What port is it, and what does netstat or ss tell you is already running there?
