I have a story with tasks that have sub-tasks.
I have assigned LOE to the sub-tasks
When I look at a task, it has an aggregated total of the sub-tasks in the Time Tracking section. When I go to the parent story, there is no aggregated total.
Likewise, when I export it to excel (all fields), there is no aggregated total.
Is there a way that I can see the total at the story/epic level?

Either a Story can have several Sub-Tasks as child issues or a Task can have several Sub-Tasks as child issues. In other words, we can only have two levels for Sub-Tasks where the parent can be either a Story or a Task.
But the question you asked seems to convey that there are Stories with Tasks and then Tasks with Sub-Tasks. This means 3 levels and it is unclear how this 3-tier hierarchy is a possibility.
Nevertheless, we can have the Level of Effort (LOE) estimated/configured at the sub-tasks to be rolled up to either Tasks or Stories ONLY. This means only two levels and this is how it is supposed to work.
Even if EPICs are being used where EPICs have stories and Stories have Sub-Tasks, the LOE from Sub-Tasks will not be rolled up to the EPICs. They will be rolled-up only to the next level-up and not to the EPICs (third-level).
So the recommendation would be to use your JIRA configuration for IssueTypes and LOE value roll-up with two levels only. Propagating the LOE to the EPIC (third-level) would require a custom solution and not available natively through configuration.
