Suppose Production Jira or Confluence goes down then we need to create one temporary instance to users and it will be readonly and we are looking for a solution for this since we are planning to migrate to Cloud

That supports only cloud instance and i need a solution for server instance

You could do a backup of your Cloud instance each night. Then if everything went down, you could create a new instance and load the backup there.
