I want to delete filters that have been created by someone that has left the organization when I do do System> i dont see the filter option and when I go to the list the delete filter is not proposed altought I'm administrator
Hi @Damien Bastogne and welcome!
By clicking on the cog icon, then "System" and "Filters" in the left sidebar, you get to the global filter administration (given you're site admin). There, you should be able to edit/delete any filter in your instance.

Before you delete a filter from another user, you may want to check the sharing of the filter. Others could be using that filter, and knowing that before deleting it may lead to other choices: changing the filter owner, combining other filters, etc.

The function doesn't show up even if I'm site admin I cannot do the system filter stuf.
I have access to the list of filter but when I click on the ... the delete doesn't show up neither

Damien, let's confirm you are looking at the system admin view of the filter list. Please try this one directly, substituting in your Jira URL:
your Jira URL/secure/admin/filters/ViewSharedFilters.jspa
That should indicate System - Manage Filters at the top of the page.
If you do not see that, please ask one of your peers who is also a Site Admin (at least) to observer what they see.
