Set the default value of Summary in the Post function of Workflow (along with a condition to set this only if it is empty while creation, if needed).

Or set it in the description of Summary in Field configuration using javascript, where it is viewable by user while loading the create screen and he can change if needed.

It doesn't work in Jira Cloud. Any other clue?
