Jira is showing a database sync delay error while loading. Is this an ongoing issue on our Jira instance or if indexing/maintenance is running?

I've seen this once or twice in the past. It usually means something is going on in the background (either standard maintenance or some other updates).
What you can do is keep an eye on the official Statuspage to see if there are any active cloud incidents (it seems there aren't any at the moment). 👀
Anyway, to get back on the topic, this is usually 'automatically' resolved quite quickly, within a couple of minutes or an hour or so in the worst case (from my experience). 🕐
If it's taking much longer than that, you can follow that link you're seeing, which should redirect you to Atlassian Support where you can raise an official request. Their team can then check what's going on in the background.
