dashbord that can be used for any projects

Hello everyone! I have 2 questions, I would like your help.

1st Question: I would like to know if it is possible, in Jira Online, to create a dashbord that can be used for any projects, without having to change the project name in the wedgets' filters? (Similar to the reports that come from the factory)

2nd Question: Is it possible to export the issues data from Jira to any file or database, in a "Free" way, so that we can build some report externally?

Regarding your 2nd question there are a variety of free ways to extract data from JIRA, but you may be limited on exactly what data you can extract.

You can use the Search screen to create a filter to get the issues you want to extract. From the Search screen there are options to export the results.

You could alternately use the REST API to extract data.
