You can create as many dashboards as you need, including ones that report on a single project if you want. But dashboards are not linked to projects directly. You can't "assign a dashboard to a project"
To answer your questions directly
>can i define a new dashboard for each project ?
Yes
>how do i set this dashboard to be "global" and other users to use it when they open Jira?
You can share the dashboard with some or all other Jira users if you have "create shared objects" permission. However for "use it when they open Jira", each user will have to select your (shared) dashboard as one of their favourites and their default dashboard
>Only by give them the link?
The link is easiest, it's easier than instructing each person to go to the dashboard -> manage dashboards -> search for your dashboard -> click the star to say it's one you want to keep as a favourite.
Sorry. It did not help. I see that I can define several dashboards, but i cannot figure out how to Assign a specific dashboard to a project. I want the case were i choose a project to jump directly to that project dashboard

Yorams,
You can create multiple dashboards for different projects or multiple dashboards for one big project.
