creating a new form template or modifying an existing template to be usable across all projects

Is there a way to modify a global forms template or create a new forms template that can be used in ANY existing or future project?  When creating a new form within an existing project, that form does not appear when opening other existing projects and does not appear to be able to be copied to other projects.  Creating the same form over and over again is not a solution...
