create template issue with standard sub tasks

As a user exists our company I would like to create a ticket to retire the user and create all necessary subtasks to retire them from each system. Is there a way to do this in JIRA besides cloning or is my only option checklists in Confluence?

Could you use a custom workflow that instantiates the needed sub-tasks either during the initial transition or on each transition?

I will look into that and see if I can auto-create tickets within a workflow.
