conversion from ANSI_X3.4-1968 to utf8 for Attachmen

Hello Guys,

I am in the process of Jira 7.2.10 upgrade to Jira 8.5.4 to newly provisioned VMs.

So I installed Jira to new server and migrated all attachments to new server.

Post upgrade, while I am trying to click on attachments for an old issue, I am getting error 404. When I check logs, it shows as following :

While I checked, the system encoding for Jira 7.2.10 was ANSI_X3.4-1968 but for Jira 8.5.4, it is UTF-8. 

Later I tested by attaching new file to old issues, it is working perfectly fine. The issue is happening with only the old files migrated from old server to new server. Please suggest way forward to resolve this issue.
