component is not available

Hi guys! I need to add a component to the current project and it looks like this http://prntscr.com/opg02k that is, there is no option to create, but it should look something like this http://prntscr.com/opg0ny Has anyone faced this before?

Are you a project admin? If so you should be able to go to Project Settings > Components and in that view create Components. If you are not the admin you would not see “project settings”.
