clone popup - check box - how is it done

Hi
Can you please let me know where would be the customization for this check box "Clone links" to show up.
I just started on this instance. When user clicks on clone on a jira ticket, 2 check boxes "Clone links" and "Clone Attachments" are shown.
There is issue with the functionality and I do not know where to look to trouble shoot the issue.
Please let me know.
