We have the free version of JIRA as there are currently only 5 of us, but we want to use

We cannot use it without setting the project role: atlassian-addons-project-access
As we are using the free version, permissions and roles aren't an option. How can we globally give everyone that role so we can use the app?

That role is not given to people. That is the role to which apps add their app-specific custom user to gain the permissions they need to function.
In a Free subscription all the user to whom you grant access to Jira are implicitly granted Project Administrator permissions to all projects. So the users should have all the permissions they need already.
So I want to add the development field (from the Plugin) to the ticket so that we can use it, but when I try to do that it's not possible. This is why I believe it's a permissions issue

You cannot add a user to that Role. It is an internal-use-only construct.
Based on the screen image you provided it appears that this relates to a Jira Service Management project. Is that correct?
And is it a Company Managed project or a Team Managed project?
Can you show us the View Development Tools permissions in the Permission Scheme for that project? In my Free instance, for a Company Managed JSM project, that permission is allocated to the addons group and also to the Administrators group.

Adding the Development panel to a Business project is not currently supported. Refer to this open issue:
