change permission to administrator

I am trying to logon on to JIRA as administrator to allow me to create a project. Can you help?

No, we have less access to your Jira than you do, and you've not actually told us what the problem is.

Can't log in? Can't get admin rights? Can't create project? What is the *actual* problem?
