change Default send "to:"

Hi Supports,

I would like to change default send user "to:" in email.

Please check and advise if the “To:” by default can be send to some other email other that Admin.

The JIRA Email notifications are controlled by its Notification Scheme. Check that and see on who will receive the emails.
