Indeed, The Cascading custom field is not available for Next-gen projects yet, although we have a feature request opened for it:

However, I have one question about this part of your description:
Is there a 3rd party add-on that will work in that capacity (Jira core cloud)?
JIRA Core does not support Next-gen projects, but only classic projects. The next-gen template can only be created for JIRA Software and JIRA SD applications.
Could you please confirm if you are using JIRA Core or JIRA next-gen on Software or SD?
If you are using JIRA Core, you can easily create a Cascading field on JIRA Settings > Issues > Custom fields.
For Next-gen, we recommend you to vote and watch the suggestion to increase its priority and also receive notifications about any updates.
