I'm not sure if there is support for OKTA because I'm not familiar with the SSO solution they provide, but our application Crowd does provide an SSO solution that can be interfaced with Google through the SAML protocol. Crowd also supports OpenID, so if OKTA provides that kind of solution then you might be able to integrate JIRA with your SSO solution by adding Crowd into the mix as middleware. This is not an option for an Ondemand environment. However, in case of standalone environment, I believe you have two options:
1 - Regarding the following comment in another question, you may look for something at OKTA home page.

2 - Trying to create a custom authenticator implementing this feature/integration on JIRA. For further details, the following link could be useful:
