Yes and no.

If you mean you want to change the link type, then no, your only option is to edit the issue, delete the existing link and add a new one.

If you mean you want to rename "blocks" to "relates to", then go to admin -> issue links, and update the names (bearing in mind this is a global setting that affects everyone)

Hello @shivani shirguppi , no this is not an option. The only way is to unlink the issue, then link it back again with blocks option.
