can't "Promot reset password" on a user

can't "Promot reset password" on a user

I am trying to click on Promote reset the password for a given user, but I am getting an error that I don't have the right to do it.

What permissions do you have? Are you a Site Admin? Are you an Organization Admin?

it's say next to my name Org & site admin.

when I drill to my profile it only says Site Admin.
