can't log in HPE Jira

I have an HPE Jira account, but trying to log in always gives this error, and I don't know where or whom to seek help from.

Who told you to access that Jira system? I recommend that you start by contacting that person. 

Or go to Hewlett Packard's public website and look for a Contact Us or Support link.

We are a user community. We have no access to that system or information about who owns it.
