can a client with permission to edit tickets see a priority report?

a client wants to see the highest prioroti over the tickets, is it possible?

I'm not sure if you're looking to search for issues with a higher priority or display it in these results, so here's both answers.

To search for them, you should be able to select "priority" in the field box, and select the highest one.  Once you have the results, look towards the right for the field settings - you can select what fields appear on the navigator as columns.   Priority will be on this list, so select it, and it will appear in the results.  Once it's there, you can click on the header to sort high to low.

If you swap to "advanced search", you can type in something like "priority = high" to select issues with only one priority, or things like "project = X order by priority" to get a pre-sorted list.
