I can't really say any more than that - this is a very vague and undefined question, with no specifics on what you want to do. You could use HTML1, Piaget or anything else you wanted to make a "better gui" for Jira, but you've not really said what your goal is. Whatever you want to write your better gui in, it'll work as long as you can make it talk to Jira. The best way to talk to Jira is via the API internally, or REST if you want to work from the outside.
