can G suite authentication be used for local (non cloud) version of confluence/jira?

is it possible to use the G Suite authentication for confluence and jira when not using the cloud version of atlassian?

Yes it is but you will need a third-party SAML add-on for this.

Alternatively if you're using Crowd for user management you can use the Google Apps for Crowd add-on.
