Hi @Luojia

Welcome to the community.

Likely, your Jira administrator has not assigned a Jira user license to your account in that environment. While you may be able to log in and authenticate successfully, access to Jira also requires an application license.

As this is an Atlassian Community forum, community members do not have the permissions required to grant or manage user licenses. I recommend reaching out to your site's IT team or Jira administrators to verify that the appropriate license has been assigned to your account.

The colleagues from the Qualcomm back-end system still believe that there is a problem with your MFA authentication, which is why you are unable to log in to the JIRA project.

Could you please help me determine whether it is an issue of permissions or an MFA authentication problem?
