is it possible to automatically clone a task after a period of time, there are simply tasks of the same type that need to be performed once every few months or weeks.

Have you considered using an automation rule with a scheduled trigger?
That way you could have it run at a particular interval and use a JQL query to execute against a list (or a single issue) when you could clone the issue.
