auto-assignment of users

Hello
We're using the Dashboard gadget 'Text' to create links to create tasks.
In the URL of the links, we enter values such as the project, issue type, summary, assignee, and so on.
As an assignee, we indicate specific users (assignee = login). 

When the link opens the issue created screen, the assignee field immediately contains the user login

Some users have experienced the following problem:

When they follow the link, then in the field the assignee is himself, that is, the current user.
And the issue is created where assignee = current user
This error does not occur with all users, but only with some. What could be the problem?.
