hi, i want to service desk team members can assignee issues to themselves and cannot assignee to another team members.

There is no default option to configure the assign permission to be restricted only for the own user, however, there are some options you can use to achieve something similar:
1 - Remove the Browse users and groups Global Permission for the users, so they will be able to assign the issues to themselves but not search for other users in the assignee field. P.S: They will not be able to search for other users in other user picker fields too like the reporter field.
2 - You can remove the permissions for 'Assign User' for everyone in the permission scheme. This will get rid of the 'Assign' button in the issues.
And in the workflow related to your issue-type, add an additional transition (in all the statuses in which you expect people to self-assign) with the post function 'Assign to the Current User'.
