Are you asking on how to add users? A quick google search will give you the Atlassian Documentation for that (https://confluence.atlassian.com/jira/add-users-325976685.html). 

One thing to note is you will have to tell where JIRA will retrieve/store the user information. It can either be LDAP (AD), Crowd and/or Internal directory etc...
