can't add new field topic of the letter  in tasks and other issues

this field in other project

For a custom field to be available in issues in a project requires that

1. The custom field must be included in the Field Configuration(s) assigned to the issues for that project.
2. It must be included in the Screens assigned to the issues for that project.

If you have the field included in both of those places, then the field should be available for the issues in the project.
