I want to access a local installation from another PC http: // localhost

You can never do this.  Localhost always means "this machine I am on now", never another machine.

You will need to get your users who should use Jira on your installation to use http://<host> - the <host> here being the location in your network that the Jira install is running on (at its most basic level, this could just be the ip address, but most of us will be in networks that have DNS that resolves a more human name to the server)
