ZEPHYR - plan for 10 users

I have a question about my atlassian account, my total team has more than 10 users, but I want to delimit a group of 10 users to use the ZEPHYR tool and include me in the 10USD plan. The tool is good for me but only 3 users will use it, can I sign this plugin for 10 USD considering that my jira team is composed of more than 10 users?

Apps for Atlassian systems have to be licenced at the same level that their platform system is at.  If you've got 20 Jira users, you'll need to licence Zephyr at 20 users too.

As this was posted in 2021 I would like to ask if there is any plan to change this.

We don't want to pay such huge amount of money for only abour 10-15 users are going to use it. This is the only thing that is stopping us to choose Zephyr. If you had a way to limit it to some users we would doubt to purchase it.
