l gave my customers jira ticket create permission but one of my customer cant access jira app. he get "You dont habe access permission error." But l gave same permission to other customers and they are accessing. how can l fix this problem.

Make sure that the user has Jira Software (or Jira Core) permissions at the user level.
Then make sure that the user has Browse Project permissions in the Permission Scheme for the project.

Thank you for your answer but l dont have jira software. l'm using jira service desk app on web. l created an Organization and added 10 users. 9 users can use it and create tickets. where do l need to check

Make sure the user is in the people section of the project. Project Settings > People
They should be in a role that has the Browse Project Permissions to see it and Create Issue permissions to create. Usually the user should be in the Service Desk Customers or Service Desk Team project role.
While you are in the Permission Scheme you can also use the Permission helper (button on top right) to help identify why the user can do what they need to do.
