XRay plugin throws 405 error

I have Jira v9.8.0 Data Center with XRay 7.4.1

When I try to "Get Started" / any other functionality of XRay, I get to an Apache Tomcat page with "HTTP Status 405 - Method Not Allowed"

I tried cleaning the cache folders under plugin after restarting Jira and install/uninstall the plugin several times.

Any ideas?
