I just bought Jira Software (server) but, it's the Cloud version that I was looking for.
My goal is to work with my collegue that is in charge of accepting the tasks that I enter and assign it to an other existing Jira utilisator (our programmer)
Is that possible?

If you contact Pricing, billing & licensing they should be able to help you with a refund/converting the license to Cloud.
For your second question, yes that is possible to do in JIRA.
