One project can only associate to one workflow scheme. But one workflow scheme can be associated to many projects

Yes, you can associate more the one project to a workflow. You find this section in the project configuration.

You don't assign Workflows directly to projects, but by WorkflowSchemes.

A WorkflowScheme is a collection of Workflows that you may assign to many projects.
