Workflow transition appearance

In JIRA issue screen, some transition appear as a button on the screen; some is under the Workflow button dropdown. How do I make all transition appear as a button?

This used to be set in the jira-application.properties file

You would add the following and that is the number of transitions it would show. In JIRA 4.4 this may have to go in your jira-home/jira-config.properties

ops.bar.group.size.opsbar-transitions = 2
