How can we generate a report or filter which report the work Log either per assignee, per ticket ....etc

You could try the Tempo Timesheets plugin:

you can have a look at our free add-on Worklog History which shows logged work directly on each issue. More details can be found here.

If you need more details for the project, you can try Worklog History PRO and its viewer which helps to analyze your data in more configurable way.
