To provide new "operations", you need find or write add-ons which can provide them.  These are signficantly limited on Cloud, your choices are limited to the add-ons Atlassian let you install, and Connect add-ons (which I'm not sure can do a lot of adding of "operations"

However, as my German is awful, I'm not sure you mean "operations" - you might actually be looking at the next section along, which is a representation of the available "transitions" in your workflow.  These absolutely can be changed - you can define your own workflows in JIRA.
