Within one rule , have to create subtask on the basis of dropdown option and on the basis of subtask summary those subtask assigned to the concerned resources

You can run an automation when a field value changes. You can also add an if/else block for the summary if it contains a particular string.

But for the other, I'm not quite sure what you meant, can you give us a bit more details?

Hav you created the automation? a screenshot is useful to understand how far are you in.
