With the free Jira plan what does the 10 users refer to?

With the free Jira plan what does the 10 users refer to? Is this 10 admins, or 10 people who are able to submit bugs, comment on them etc.

People.  It means 10 people.

99.999% of admins are also people who use Jira though, so they're "users", "developers", "agents", "testers", etc as well as admins.   But the number is counted against "people who can log in", it does not look at how.  If I am a developer and you are an admin and an agent, our two accounts still only count twice, despite there being three roles.

The exceptions are

  • Anonymous users (not logged in, but the world can be allowed to see your projects.  Don't let them have any update permissions).  They don't count as users
  • Customers for Service Desk.  They are users, but with quite limited access and no impact on your licences.  (I've seen one Jira Service Desk with less than 10 Agents, but 20,000 customers)

Hi Nic,

Thank you for your reply. So if people wanted to make a bug report on my Jira page, they would need to login, which counts against my 10 people. Is this correct?
