With the free Jira plan what does the 10 users refer to? Is this 10 admins, or 10 people who are able to submit bugs, comment on them etc.

People. It means 10 people.
99.999% of admins are also people who use Jira though, so they're "users", "developers", "agents", "testers", etc as well as admins. But the number is counted against "people who can log in", it does not look at how. If I am a developer and you are an admin and an agent, our two accounts still only count twice, despite there being three roles.
