Our admin has set up the integration with Hubspot already, but it seems that we can only link a GPO/JIRA with either a Contact or Deal record in Hubspot. We need to connect a GPO/JIRA with a Ticket record. Is this possible?

Can you let us know if you configured the integrations following the steps in below page or if you have used any other add-on?
If this is the case then, according to below threads in HubSpot Community, this is not available out of the box and you would either have to use a different add-on/integration or use the API to do it yourself:

Otherwise, in case you are not using the CRM for Jira add-on, please provide more details on how you have configured the integration.

Correction: CRM for Jira doesn't support HubSpot.
The only integration which you can find on the Atlassian Marketplace is our app: HubSpot CRM Integration for Jira cloud. With this app, you can display on issue data about reporter collected in HubSpot without switching between both tools: Jira and HubSpot. In the global configuration in Jira, you have to define which fields from HubSpot you want to present on the ticket.
