Will the 7.3 release see project level admin able to add fields to JIRA work items?

No.  It's limited access to workflows at the moment.

Fields are layers of complexity higher than workflow editing.  It's relatively easy to isolate a workflow from breaking it for other users.  Do not expect them soon.
