Why were custom RGB/Hex card colors removed from Jira Software boards?

I was hoping to use a "true yellow" as a card color for a custom JQL query (different from the one below) on a new Jira Software board; however, this appears to be no longer possible.
Was this a feature that was intentionally removed or is there a global system setting for this?

I can't help you with the why part of your question, but it seems to be a change implemented early in January. From the Jan 8 to 15 JSW release notes:
