I have created a workflow for specific issue types that are not in the current default workflow for projects.
For some projects that I have recently created I was able to add a second workflow but not for legacy/old projects. I have admin permissions but I am not the creator of the older projects.

Can you provide more information? Are you a Jira Administrator or just a Project Administrator? What do you mean by "legacy" projects?
Another question is "what is actually stopping you"? What are the symptoms when you go in to map a new workflow in the workflow scheme for the project?

So, I would just call them projects. :-) And to Nic's question - what error are you getting? Or why is it not successful? What steps are you doing?

So when I try to click the "Add workflow" button nothing appears. I can click the "edit workflow" next to it and that is fine.
With the projects I have created recently the "Add workflow" buttons works and shows me the dropdown to select which workflow I want to add.

Can you share a screenshot? There is no Edit Workflow button next to the Add workflow button in the Workflow scheme. Make sure you are trying to add it through the Scheme.

So whoever is updating this will need to be a Jira Administrator. If an Adminstrator clicks on the Add workflow they should see some values to pick from.

As I understand the path you have listed above is to create an entirely new workflow right?
The workflow I have already created (following this path). I am now trying to add said workflow to an existing project (as a second workflow, keeping the original too).

Could you describe exactly what the symptoms of "doesn't allow me to do this" are?

Normally projects allow me to do the following - clicking on "add workflow" shows me the drop down to add an existing workflow.
The other projects - as I try to click on "Add workflow" nothing happens. No drop down appears.

@Antonino Russo Londoño - No, that is not just the path for new schemes. It is the path also to modify any existing scheme - such as adding a new workflow to your scheme.
Please follow that path and edit your workflow scheme in that manner to try to add a new work flow.
Your first screenshot above says the workflow scheme is being used by multiple projects. Therefore, you CANNOT go through the project path to change it. You MUST use the path I originally provided.
