The kanban board from the second project is not visible to the employee, but both projects share the same permission schema. I followed https://support.atlassian.com/jira/kb/board-does-not-exist-or-you-do-not-have-permission-to-view-error-in-jira/ and it doesn't help.
The board assigned to the project in location field, other settings were also verified.
What I missed?

Check the board filter of both boards. If the board filter isn't shared (at least with view permissions), then the board itself will not be visible to the user.

Since you have already verified the board location and the permission scheme, the most likely thing you might have missed is the board's saved filter sharing.
Go to the board -> Three dots -> Board settings -> General tab
Click on the filter name/link to open it
Check Details -> Edit permissions on the filter
Ensure the filter is shared with the user's group that user is part of, project role, or the project where user has access to
